Help Getting the Military Libretta

I have a very good Colombia friend who's been trying to get his military libretta now for over a year with no luck. He's from a poor family (strata 2 or 3) and has been living on his own in Bogota now for nearly 3 years without any support from them. So technically he's financially independent.

I´m a US citizen but have been in Colombia now over five years. I don´t know anything about how a Colombia goes about getting a tourist visa to the US. I´ve written a couple of letters for friends to vouch for them, but other than that...what needs to be done?

As well, I´ve heard lots of stories of having to pad bank accounts before the interview at the embassy...how true is that? Is there a limit to how many visas they give out a year? Best times to try to get one?

Myth of detached retinas from treadmills

why do so many colombians believe that if you read a magazine while walking on a treadmill you will detach your retinas? i've been told this several time by bogotanos and it's completely untrue.

everywhere in north america and europe that i've lived and worked out, people READ on treadmills while walking. they even now have TV's and computers on the treadmills so you can check you email as well.

CHEAP options out of Bogota for the puente in TIERRA CALIENTE

Any suggestions on towns outside of Bogota in tierra caliente for the puente weekend...that are cheap? like under 40-50,000 per person per night...or DAY even! but not touristy places jammed with families and every other relative, please. ...
