Cheapest and only secure way to ship small goods to and from Mexico is UPS. Is UPS or FedEx operating in Colombia?

I had to ship some documents if a FedEx envelope that weighted 0.8 lbs and the price was $101. I have shipped USPS about 6 or 7 times and no problem. Of course the Colombia mail takes over once in Colombia. The cost of that same document mailing would be about $8 but would take 10-12 working days
