You can then take the bus right outside the entrance direct to the border. From the border take a shared taxi (big old american car - really cheap) straight through to Maracaibo. Its an absolute pain as they stop the car on the Venezuelan side and search every mile or so for about 20k - no joke!!!! Maracaibo's a pretty grim city but its ok for a stopover. It is a transport hub though so you can take a bus direct to Merida, Caracas etc from the bus station. You don't need a Visa for stays of 90 days or less.

Take bus from Cartagena to Cucuta, from Cucuta, you can take a taxi right from the terminal for about 10 to 15,000 pesos to San Cristoa(I think that is how it is spelled). (make sure you have taxi stop at immigrations once you cross the border, you will need to get your passport stamped, you do not need a visa) nice place, big with Malls, it has lots of stores from the States. From Cucuta to San Cristoa it is about 2 and a half hours if I remembering correctly. Then if you want, you can go to Caracas as mentioned above.
